
Bousquet Holstein PLLC is pleased to announce that attorneys Natalie P. Hempson-Elliott and Julia J. Martin have been elected by its Members to serve on the firm’s Board of Managers.
Natalie and Julia will replace Philip Bousquet and Joshua Werbeck, who have transitioned off the Board, effective July 1. They join the firm's other managing members Laurence G. Bousquet, Cecelia R.S. Cannon, David A. Holstein, Jana M. McDonald, and L. Micha Ordway, Jr..
Natalie Hempson-Elliott has over fifteen years of experience advising clients in a broad range of business, commercial real estate, and public finance transactions. She represents both nonprofit and for-profit organizations in complex development projects, often involving various economic incentives (tax credits), federal and state funding programs, and multifaceted construction and permanent financing. Her work also includes advising on commercial lending, leasing, real estate acquisitions and sales, structuring mergers and acquisitions, and corporate formations or restructurings. Known for her responsive and client-focused approach, Natalie helps clients align legal strategies with their business goals, drawing on her collaborative mindset and experience across multiple legal disciplines.
Natalie has played a leading role in numerous affordable housing and mixed-use development projects across Central New York, including multi-site and mixed-income commercial developments funded through public and/or private partnerships. She has also advised commercial lenders on structuring and documenting secured financing transactions, and counseled corporate clients through every phase of asset and equity acquisitions.
She is a member of the Onondaga County Bar Association and the Central New York Women’s Bar Association. Her professional recognitions include being named Super Lawyers Upstate New York Rising Star (2016–2019) and a CNY Business Journal “Forty Under 40” honoree. Committed to her community, Natalie actively volunteers her time on local nonprofit boards, including The Fairmount Community Library.
Julia Martin re-joins the firm’s Board of Managers after completing a term from 2022 to 2024. Known for her clear, strategic counsel, Julia advises clients on a wide range of tax and business matters, including corporate income, sales and use, franchise, and personal income taxes. She has extensive experience representing clients before New York State tax authorities in audits and litigation and is a trusted advisor to individuals and businesses seeking effective, results-driven guidance.
Julia is particularly recognized for her work with New York’s Brownfield Cleanup Program (BCP), where she has helped clients secure multimillion-dollar tax credits and navigate complex audits with minimal adjustments.
Julia is deeply engaged in the Central New York legal and civic community. She was part of the team that filed appeals for New York State Empire Zone reinstatement and helped launch the New York State Brownfield Coalition. She has successfully resolved client tax liabilities through the NYS Voluntary Disclosure Program and the Offer in Compromise process and has negotiated substantial penalty reductions with the Workers’ Compensation Board.
She is an active member of the Onondaga County Bar Association, the Central New York Women’s Bar Association (where she previously served as President and Treasurer), and the New York State Bar Association’s Environmental and Energy Law Section, where she serves on the Brownfields Task Force. Julia serves as Audit Chair on the Executive Committee of the Syracuse Stage Board of Trustees and volunteers with the Volunteer Lawyers Project of Central New York. Julia is also a member of the Social Arts Club, a women's club dedicated to the study of art in a group setting that is celebrating its 150th anniversary this year.
