Bousquet Holstein PLLC today announced the establishment of its Public Finance Practice Group with the arrival of Susan R. Katzoff and Jean S. Everett, as membersand paralegal Lori L. McRobbie.  Our Public Finance team focuses on representing purchasers and governmental issuers of tax-exempt bonds and general obligation bonds in New York State and advising industrial development agencies and local development corporations on federal and State law compliance.

The Public Finance team joins Bousquet Holstein’s Business Law Practice Group, which brings business, tax, economic development, project finance, and other legal disciplines to serve a broad spectrum of private and public sector clients.

Susan R. Katzoff represents State issuers, industrial development agencies (IDAs) and local development corporations (LDCs) in the issuance of tax-exempt and taxable obligations.  In addition, Sue represents IDAs in the granting of financial incentives through straight lease transactions. Sue advises her IDA and LDC clients on a wide variety of issues including the General Municipal Law, the Public Authorities Law and the latest pronouncements and audit findings of the NYS Authorities Budget Office.  Sue is a member of the New York State Economic Development Council, Council of Development Finance Agencies Advisory Panel and National Association of Bond Lawyers.

Jean S. Everett represents State and local governmental bond issuers as bond counsel with a focus on analyzing whether interest on their bonds is eligible for tax-exempt treatment under Section 103 of the Internal Revenue Code.  She works with direct purchasers of tax-exempt revenue bonds and not-for-profit borrowers in new tax-exempt financings.  Jean is a member of the National Association of Bond Lawyers.

Lori L. McRobbie has over 12 years of experience working as a Paralegal in all aspects of public finance including document preparation, organization and distribution, client contact, closing coordination and transcript preparation .  She is a member of the National Association of Bond Lawyers, Legal Assistant Section and the Onondaga County Bar Association.
